Check for iOS 13.1 — do not download till then

I’m going thru the many articles about the benefits of iOS 13, all of which (for now) are tainted by discussions of problems that will presumably be solved by the 13.1 iOS update, intended to be released on September 24th. I intend to post hints, tips, or guidance — but only once I’m sure that the problems have been solved.
